The issue with Euro-fuses (which is what I call them as they can have a ceramic or plastic form, this is completely non-critical!) is that the circular contact area to the fuseholder, can develop an oxide or contaminant layer (because you touched them during installation with your greasy, dirty paws, which inhibits current flow, just as well as if the fuse had blown open...fuse looks fine (because it IS!), just not making contact (which it ISN'T!)
